If you took, say, Donna, and you plopped her down somewhere in the year 1000BC, would you expect her to know what major events were going to occur, when, and how to prevent them? No? Then why is is okay to assume that Jack has some sort of special future knowledge about the twenty-first century that he should be using?
Far as I can tell, what the Doctor actually DID, he has this thing called The Moment and it destroyed Gallifrey, and then to prevent it coming back afterward, it locked the war so Gallifrey couldn't move forward in time. And the Doctor just assumes that all the Time Lords are dead, because there aren't enough of them for the telepathy thing to stretch across times and such, and at the point he destroyed it, all the Time Lords were involved in the war. Evaporated!lady/the Partisan said as much. But it stands to reason that if, for example, Susan Foreman and her human husband David were on Earth during the 22nd century, (the Doctor is the only one who knew this, so far as I know) maybe she just escaped their notice. (The real her, obviously. I'm thinking they may have pulled another her out of their Matrix like they did with the Master, because they're NOT THE GOOD GUYS.)
